Chin/Seid now tops poll

In a radio call-in survey conducted by WWFM radio last Monday had the team of Chin/Seid leading the poll for the first time for the upcoming primary election on September 3. With a total of 50 calls, mostly from Koror, Peleliu, and Airai, the ticket of Chin/Seid was picked by 22 callers, 19 went to the unannounced team of Toribiong/Mariur, and 9 selected Surangel/Temmy. Declared candidate Joshua Koshiba and possible candidates Sandra Pierantozzi and Polycarp Basilius were not mentioned in the survey. Johnson who started campaigning last year had been leading in the last four Tia Belau Poll conducted in the last six months as well as the many call-in survey by WWFM radio.

Sorry but definitely no confidence in this team as the effective leaders that our home and people desperately requires.

Seid is definitely in this for self-interest and as for our VP, too many pending and unsolved cases under his ministry that has negative image and reputation on him.

We shall see for they could be, but it's not guaranteed nor is it going to be easy.

"Problem Solver" is the one thing that your candidate, VP, didn't accomplish as being both the VP and MOJ! If he stood for the people and our home, you can definitely bet that he'll have my support and vote, however, as being the MOJ for the second time, I must base by judgment on the results of his performance as the MOJ and VP. Therefore, I must and won't cast my vote for his party due to the many pending and unsolved cases under him. His excuse of being short of budget is not going to cut it due to the fact that hi is the MOJ and VP of our country, therefore, he should have assured that our government got all the money that the foreign fishing companies owed our government.

Side note: This election belongs to them and the other candidates as well, until it's been officially declared by the election commission on who has captured the most votes.

Chin brings up issue of climate change in UN meet

VICE President Elias Camsek Chin brought up the issue of climate change and its effect to the small Pacific island nation during the recent United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) consultative meetings in New Caledonia.

Chin said that the he said that Pacific Island nations need concrete action against climate change.

“We contribute little to sea level rise,” Chin said.

He said that the small island nations which are most vulnerable to global warming are being neglected in terms of help in addressing it.

He said he brought up this issue with the Executive Secretary of ESCAP Noeleen Heyzer.

“She needs to be the eyes, ears in ESCAP .I presented a clear message to her,” he added.

Chin attended the meeting also organized by the Pacific Island Forum Secretariat (PIFS) and the event also discussed areas of collaboration to promote regional cooperation in areas such as food security, climate change, energy, security and enhancing connectivity.

The meeting was held from March 12 to 13.

Fifty-two countries are members of ESCAP, and there are nine countries which are associate members.

ESCAP's regional focus is managing globalization through programs in environmentally sustainable development, trade, and human rights.

Special Programs
Vice President Chin has initiated a number of programs since taking office in January 2005 and there are more to be implemented in the future. Here is a brief description of each - check back often as information will continually be added.


Law Enforcement Explorers Program (L.E.E.P.)
This program is designed to take care of our youth at an early stage of their upbringing - elementary to high school. Parents, communities, government leaders and schools will all be involved in the process of helping our youth build character, leadership skills, and restore pride in our Palauan culture.


Big Brother Big Sister Program
The Big Brother/Big Sister Program uses high school students as tutors for elementary school students. Palau High School students are transported to Meyuns Elementary School where they spend an hour after school helping the elementary school students with homework. The Vice President hopes that other schools will implement this program in their classrooms.


Subelek Farm
Prison labor is used to raise crops and livestock. Prisoners learn useful farming skills and the food used to feed the prisoners, thereby reducing government cost to the run the prison. Prisoners also help communities with their food contributions.


Traditional Medicine
This is a special project of the Vice President's Office to aid in the preservation of Palauan culture by documenting our traditional medicine. We are compiling a list of traditional remedies that will eventually be available online. We welcome input from anyone, so please contact our office to help out.

Tree Planting Program

Tree Planting Program

This program uses prisoners, students (LEEP) and members of the community to plant coconuts, fruit trees, medicinal plants, flowers and native Palauan plants along the Compact Road. The planting of trees along the road will serve many purposes. The roots of the trees will help to control erosion of the soil and undermining of the road, since the soil is not used to being unprotected from the heavy rains of Palau. The trees and the flowers will help to keep the Compact Road from becoming an eyesore in the otherwise magnificent scenery that can be found on our largest island. Finally, the fruits and medicines that the trees produce will help to feed hungry travelers, supplement food supplies to the nearby villages, and provide an extra food source for the prison inmates.

The installation of plants will naturally involve all of the States along the Compact Road. In the long run, the States will be expected to maintain the plants on the road within their borders. The Governors' Association and the Council of Chiefs have given their endorsement to the Vice President to proceed with the project. The prison inmates will provide manpower in collaboration with the States as part of their rehabilitation back into the community. This is a cooperative effort between the office of the Vice President, the schools, and the villages in Babeldaob. The students, teachers, parents, and community members will be enlisted to come out and help with the planting. Once the initial planting is done, we will continue to work with state governments and traditional leaders to turn the maintenance of the trees over to local communities.

Background

Presently, most of the development in the Republic of Palau has been concentrated on the small islands of Koror, Ngerkebesang and Malakal, all within Koror State. The large island of Babeldaob has been left mostly undeveloped, and represents a large, untapped resource. As part of the Compact of Free Association with the United States of America, Palau obtained funding to complete the Compact Road. The purpose of the road is to open Babeldaob up to development, and thereby reduce some of the congestion on the islands of Koror State.

While the plan to build the Compact Road is excellent for the economic future of Palau, turning a pristine island into a developed island is certainly going to cause some environmental problems, including threatening the habitats of the birds and other wildlife that make their homes in Babeldaob's beautiful jungles, forests and savannahs. This project aims to mitigate some of the environmental and visual impacts of the new road by planting trees along the margins of the road.

We will enlist assistance of forestry personnel to help with instructions on planting and provide advice on species selection. We will coordinate with the Public Works on location of power lines so plantings will not interfere with the electrical lines. We will cooperate with Daewoo on erosion control plantings. We commit not to use any invasive species. Towards completion of the project, we will draw agreements with the states regarding maintenance - about quarterly for two to three years.

Interesting how you state the above accomplishments and achievements of your candidate but you forget to state the accomplishments and achievements of his main functions under his ministry.

"Serve and provide security for his country and people".

As the VP, he hasn't proven to be the fearless leader that will stand and fight for what is the best for our home and people at all cost. Is he that afraid of the MOF, TR and perhpas KN to ensure that those foreign fishing companies pay what they owe? It doesn't make sense to seek financial assistance from other countries and not collect the money that others owe our government.

I must admit that I regret voting for him on becoming our VP for I thought his military background, accomplishments and achievements were skills required to be a great leader that our home and people desperately needs.

Don't get me wrong, for I got nothing but tremendous respect for him, however, to elect him to lead our country is an entirely different story from my personal views of him.

Our home definitely needs a change, therefore, these folks that had been given the opportunity to serve us have been put to the test and they haven't provide the leadership that our home and people continue to seek. We can't allow history to repeat itself nor do these current elected leaders deserve a second opportunity to prove themselves for before committing themselves to run for any elected official position, they must have the will and full force of commitment to do so.

As for your candidate Seid, it's obvious and proven facts have provided his reputation as an individual that has failed many people in his business goals; has pleaded guilty to a crime and now has a civil suit filed against him. The people that he wishes to serve and protect are the same ones that he's attacking. Now what is wrong with that picture?

Now that the road is complete, we want to hear how your candidate and his running mate are going to jump-start the economy.

Never mind planting trees. Instead, find people who set-up grass fires and make it part of their punishment to plant trees and plants that want along their leases. But really, don't you think there are enough plants along the compact road.

Give us concrete plan on how to bring in new foreign investment and ideas for additional source of revenues to the coffers. Then we will vote for your candidate.

Chin in my opinion is not so much the problem. The difference between Lt. Colonel and a Full Bird Colonel are leaps and bounds dependent on the relationship between the superior officers and their subordinates for which Chin was one.

This same principle applies to Chin in his political life whereas he has been a subordinate as well. Think about it, why would a supposed man of character like Chin choose Seid to be his running?

Seid being a man with a criminal record as well as having a history of debt dodging. His history will repeat itself once he is VP and then some.

Seid will never play second fiddle to Chin. Look he still has his website SEIDFORPRESIDENT up and running. Is that the sign of a man who is full onboard with Chin leading the ticket? Seid has plans and they don't include Chin.

As Seid's past motives will reveal, Chin will end up being a means to a end in whatever he has cooked up in his mind. Make him VP and open up 4 years or maybe more of a pandora's box that will effect the Republic for eons.

What Happen to Mioko's murder case. What did VP tell assistant AG Steve Carrera to do? Who forced the AG to File the case knowing that the case was weak and no sufficient evidence? We all know that the suspect of the case walked away free. He can never be tried in court again for the same facts. How damn is that?

I applaud him for erecting that new BPS building. The question is, was the procurement law followed. All government projects above $5,000.00 are required to be bidded out. Providing buses to transport students from Babeldaob to Koror. I applaud him for doing that. But their are established rules and quidlines by MOE regarding transporting students.

Who is Ben Miller

A far as I can make out the programs introduced by Chin do nothing to address Palau's financial problems.

One cannot put out a house on fire by pouring a bucket of water on one wall of the house!

Palau needs a President who understands how to create sufficient revenue to make Palau self-sufficient!

Before we elect our President, we must demand for all Presidential Candidates to issue a public written statement on their individual road-maps on how they intend to make Palau self sufficient.

Let me list a few things that all Presidential Canbdidates need to do to make Palau attractive to Foreign investment.

1. Reform the FIB Act of 1990 - Foreign Companies must be allowed to partake in all businesses that are lawful to Palauan companies! This will eliminate 'front businesses'.

To protect Palauan interest perhaps a law can be enacted compelling all foreigners companies wanting to doing businesses in Palau to take locals as equity shareholders in the foreign company. Foreign companies must also have at least one (1) local director in the foreign company (say with at least 10% equity). In this way the government will always have a local to hold accountable for the actions of the company. The onus will be on the lacal director to ensure that the foreign company complies with all the laws of Palau.

2. Change the law that enables the FIB to recind FIAC issued!

This is a very draconian condition and no foreign company is going to invest millions of dollars in Palau while the FIB is empowered to cancel FIAC issued to the foreign company.

In the case of wrong doing by the foreign company the foreign company can be fined or the person responsible for the wrong doing can be punished according to the law and the severity of the wrong doing but to recind FIAC is not on. Such an action is akin to killing the whole family when a member of the family does something wrong!

3. Change the law that allows the FIB to demand foreign companies to disclose about shareholders and to place conditions that shareholding cannot be changed once FIAC is issued. This candition is nonsense. Companies change shareholders all the time. It is not unusual for companies not to be informed about any change in shareholding!

The FIB should only require a company to show that it is in good standing and that the directors of the company are not criminal and are not bankrupts! All other information are irrelevant and a impediment to FDI!

Any Presidential candidate that does not agree to reform the FIB Act is not fit to be President of Palau because Palau cannot attract FDI if the FIB Act is not reformed!

EU Grant Approved for VP Office

The European Union has recently approved a grant in the amount of $800,000 to fund two projects under the Vice President’s Office. The two projects include a multi-purpose building and an emergency pier at the Belau National Hospital. The multi-purpose building will be used as a chapel, a mass-casualty holding area, and lodging for visiting doctors or medical personnel. The emergency pier will allow for boats to bring patients directly to the hospital. Currently, boats cannot access the old pier because there is no channel leading to it. The Vice President said that he plans to begin work on the two projects early next year.

The Omengull Ma Okerullel A Kelchad (OOK) Youth Center Very Active
January 26, 2007
Vice President and Minister of Justice Elias Camsek Chin announced that the OOK Youth Center, which opened on November 24th last year has been visited by over 450 students, nearly half of which visited to study. “The OOK Youth Center has proven its worth to the community. When over 400 students visited the Center in under two months and most came to study, the purpose of the Center has been established,” the Vice President / Minister commented. Some students come to visit with friends, use the computers that were donated by the U.S. Peace Corps, play pool on a pool table donated by the Civic Action Team or use the phone. If a student is expelled from school, they can receive tutoring at the Center as well as counseling on their behavior. The Center has had students who were ordered to perform community services as part of their discipline. The students visiting the school are well behaved and courteous. About half are from Koror Elementary School while others are from Palau High School, Mindzenty High School, Harris Elementary School, and Maris Stella Elementary School. Thanking the Principal and Administrators of all the schools whose students have visited the Center for the support they have shown, the Vice President / Minister is hoping other schools will also participate. Open after school until 6:00pm weekdays, the OOK Youth Center is located at the former office of the Vice President, across from the Social Security/Finance Office near the Bureau of Public Safety. The Center provides a quiet study area for students, educational computer programs as well as a recreational room with a large TV screen, pool table and library. The facility also houses the Law Enforcement Explorers Program (LEEP) and the Vice President’s working office in Koror.

LEEP Expands to 11 Schools

The Law Enforcement Explorer’s Program has expanded to include 11 schools throughout Palau. In each school, LEEP students participate in the weekly drilling and marching exercises. The students also grow crops in their respective school gardens. LEEP students are also required to attend lectures on topics pertinent to today’s youth. Every year, LEEP students attend a summer camp where they learn how to fish, build rafts, weave baskets, cook, and do many other things the traditional Palauan way. There are currently over 100 members in LEEP.

Presidential candidate Kamsek Chin's weak spot is his running mate Alan Seid.
Chin has many positive attributes but his biggest political mistake was choosing Seid as his running mate.

Everyone knows that when you add a positive with a negative, you still get a negative. This is the case with the Chin and Seid team.
That is why, I will never vote for these two and the reason is not because of Chin but because of Seid.

Mr. Miller should apologize to Alan for the loan he so willingly gave to Alan. Furhter Mr. Miller should apologize for not demanding earlier for loan payment from Alan. Lastly he should apologize to Alan for not loaning Alan more money.

Phone polls are inadequate census. Johnson Toribiong supporters dont listen to Diaz Radio Station therefore no one bothered to phone in....Remember when ALAN SEID RAN AGAINST SANDRA...What happened? Alan Seids rally drew thousands of palauans! BUt come election time the results were a TOTAL LANDSLIDE!

Which is all the more disappointing coming from a guy who can afford to stay at the $400 per night New Otani. Other correspondence included assorted reasons for an inability to pay, usually involving some complicated story about escrow and deals in the offing, but sweetened by an offer to accompany him on a weeks's charter of a yacht for scuba diving or some other (perhaps tax-payer funded?) junket.

Well, I learned my lesson. Don't call someone who will not honor their debts for six years a "jerk." It gives them full justification for canceling the obligation. After all "jerk" is a word the Right Honorable Senate Floor Leader Alan Seid of Palau is probably not too used to hearing.

Angaur and Peleliu Airports Ready for Operation

Vice President and Minister of Justice Elias Camsek Chin reported that the Angaur and Peleliu airports are ready for emergency landing. Recently, solar aviation marking lights were installed on the runways of both islands. The Vice President remarked that the alternative airports are kept in good shape for future military use, adding that they can also be used by military personnel who will be visiting Palau in the future with the United States Military bases in Okinawa transferring to Guam. He added that the Angaur airport was previously used as an alternative landing area by Continental Airlines and the passengers were transported via boats to Koror. The Angaur airstrip is approximately 6,950 feet long and 120 feet wide.

After accomplishing all these feats, Chin stood at the crossroads and thought to himself, was a political legend going to be born this coming election?

And a voice told him yes that if he chose a right and just running mate that the people would get behind him 100 percent. All of a sudden, Chin's mind began to fill with doubt and fear concerning his chances.

The chorus of many voices from the dark started to whisper under their breath to Chin, choose Seid choose Seid, choose Seid and so he did but Seid was'nt the right man for the job. He never was or ever will be.

As the election nears, Chin's choice of running mate cannot be undone but his candidacy is unraveling as we speak simply because he has put winning before the will of the people who have supported him throughout.

Palau scholarship office is spending a million plus per year but not serving all eligible palauan students.

Nathan Chin and Alana Seid have not encountered the same obstacles to this service. Why? Could it be because they are the children of a VP and a Senator?

If Chin/Seid by virtue of their political positions have guaranteed financial support by the govt for their children, why is that opportunity not so transparent to other more needy college bound or current palauan students?

Ucelmelis, this supercedes your bul above as you are very aware that govt. services are more readily available to those in power and their families. So those families are politically fair game if opportunities and services available to and received by them are as a result of their familial associations with those in power.

Why were offered scholarships? Are they not well off?

150 students at PCC were denied financial Aid because their parents had sufficient income....I dont understand how these two were eligible for scholarships when those less fortunate were denied....

I am in agreement with half of what you say. What I do not agree with you with is the idea that a family member is a fair game. Belau is too small for that.

Re scholarship, I have very little idea regarding criterias in awarding scholarship but I am sure grades have a lot to do with it. One of our regular blogger, Joe, was a scholarship awardee and studied in Australia. JOe's grades I believe were big part of her scholarship approval. I can't believe what I'm reading here. This forum serves the opportunity for all of us to discuss our different views,issues and concerns in regards to our home and people. Most of all it is one place that we all can come to respectively learn our differences in our views of our candidates and the many issues and challenges that will impact our home and lives of our loved ones whether living in Belau or abroad.

We all can state negative things about these candidate's family members but what good does that do in the screening process of the candidates that are seeking the confidence and faith of our votes and support to represent our home and people.

Remember that even full blooded sisters and brothers differ from each other.

Stick to the many different views and issues that we have on the candidates and the many challenges that our young developing home and people faces.
