I think this interpretation is best described what the politicians is doing to our island nation. The government is asleep, the political leaders are using capitalism to screw the working class people, the people (the voters and the constituents) are being ignored, therefore, our future is in deep trouble. Instead of blaming OEK for everything, why don't we start with you by asking and approving the U.S. FBI to come to Palau to investigate PSB problems? I think it's about time to ask FBI, the professional ones, to investigate the matters that pertaining to PSB since the ordinary police officers in Palau and investigators are not experienced to do these kinds of work. If you don't agree to this advice, then I think you're involve in PSB problem. If OEK agrees to this suggestion, then they're on the right track. Once again, where's Special Prosecutor Walton? How come he's mum and silent about this matter where it involves a lot a money (millions of it) and especially the money belongs to the depositors (majority of public voters) of the bank? Is he part of it? Is it because he's an American and he's protecting his American colleagues' interests? Mr. President, are you involve in this matter with your best friend, your cabinet advisor, and commadre, Mr. Elbuchel Sadang (Minister of Finance (in the first place was a mastermind of the transferring Pension Plan money to PSB while member of the Pension plan board)? A good example is how the president and many in his cabinet and other OKS members thinks that passing the pending amendment to FIC will somehow bring in the money that were lost (stolen). Question/suggestion/comment:

Given the gravity of this financial crisis with its hard-hitting impacts on families and private business, thus the larger economy of Palau, the government should move to bail out the Bank BUT....

only on one condition. While the OEK and executive are working with FIC to get ex-PSB past receivership onto hopefully an effective strategic solution to set in motion recovery of lost deposits/loans, let's get the government to put in the needed cash that will be reimbursed later by the anticipated FIC-recommended solution to recover lost loans/deposits from the defunct PSB.

The government will save the people and the country from approaching hard days, but it will be reimbursed for its money.

Whatever solution FIC proposes, proposing a new management for FIC should be given to a credible, adequately capitalized investor(s). Government will have to stay out of this (I hope the OEK people picks this up).

So, let's get the government to put the cash on the table with a written agreement that its money will be reimbursed and we can slowly work past this huge mess and help our fellow half-of-our-population depositor citizens/businesses!

You are heading a right direction. The government should step in and help PSB depositors access their money.

Maybe Senator Asanuma can be our hero and introduce a bill to appropriate $7 million to allow those individual depositors, private schools and state governments to access their needed funds before Christmas.

Here is how I see it! This is a national crisis affecting the lives and livelihood of more than 7,000 individuals, companies and other sectors in Palau. This is not to mention the schools and students who will be affected eventually if nothing is done.

The adverse impact of PSB is very extensive that begs urgent solution from our goveornment. Its the responsibility of our national government under article 6 or Palau constitution because it affects the lives and security of that many people.

Besides, it is possible that portion of the funds which the state governments and private schools banked at PSB were public funds from OEK appropriation.

If our laws are inadequate to have prevented this from happening, than it is only logical that the government should step in and help.

Forget the ex post facto clause or bill of attainder issue and do something that will help our people.

That's a good suggestion, urging government intervention which arguably is warranted by the destructive nature of this banking (financial) crisis. However, I would only support that approach on a condition that any government overlay towards this destructive mess be provided as a "loan." Upon effective and successful management of the "receivership" program, all former-PSB loans' proceeds should be directed to pay the government back. It would be another crisis if the government were to freely throw in public money (up to, what, 12 million?).

On a similar note, I wonder if it would be a legal and feasible option for the PNDP, with FIC's sactioning, to assume management of the ex-PSB loans immediately (buy out the loans at discount!) and pay off the poor depositors. I am not sure of the exact figures involved here (assets vs. liabilities), but this is an opportunity for PNDP to do some "business" here and help our poor people. This way the government does not have to insert any public money into rescuing the poor depositors. I may be wrong, but since Palau's banking laws are very weak, maybe FIC can circumvent or work around the existing law(s) to do such thing right away rather than wait for a special legislative/legal authorization to act. If we can't get third party interests in taking over the defunct PSB's remaining business, then we'll have to just collect the loan payments and pay the depositors in portions till we fully pay them back, and to ensure that this approach works the interest rates of those shady loans (to directors, management/staff, insiders, etc) will be doubled or adjusted to make this option possible (this would complement whatever legal penalty will be rendered against them by the court). It will take time, but it's better than their (depositors') not getting anything at all. Kuk di kerik ma udesuek.

We know that we've been had by Mr. Tim Taunton. He used PSB like his piggy bank or petty cash box.

The BIG question is how did this happen? And as days go by it becomes clear even more that because our laws are just too inadequate to protect PSB depositors or to give FIC the needed tools to effectively regulate banking, Mr. Taunton got away.

The proposed FIC regulation is still pending OEK approval. Now what does that tell you. That our leaders are normal human beings, like all of us, that they could not foretel Mr. Taunton's recipe for PSB.

Actually he bought that around 2001 when the NZD was very low (ie USD/NZD=0.39, it is now about .67 and there's been good capital growth since), if it was with bank money, TR (I think he was in NZ recently) should request it seized and it should return a very nice profit to the depositors of PSB

Hey before you blame Tim for all your ills, you might look at yourselves with all those loans from the Bank that you're all hoping won't have to be repaid. There were more loans than deposits, what does that tell you? It says that if people don't pay their loans back then you depositors will lose out. As to blaming Americans, they probably lost more than you, I heard one lost a $1m. And what do you think their money was doing, it was going in to your new homes and Japanese imported cars. Get the facts straight. If you knew the bank was going under and you had a lot of your money in it, would you leave it there?

N.P. writes: I have been asked by Paragon Investments International Inc to invest a substantial amount in its shares, with the promise of big dividends and the prospect of the company being sold within two years for millions. I am also led to believe that Sir Richard Branson tried to take over Paragon's lottery business, but failed. Is this a genuine opportunity?
PARAGON Investments International Inc is registered in the British Virgin Islands, but it does not seem to do business there.
In fact, it is hard to pin down exactly where it does business, unless it is in cyberspace. The company has set up a lottery called the Digitsgame on the internet. It says this is licensed by the Republic of Palau, which is a flyspeck of an island in the Pacific.
And sure enough, Paragon's website carries pictures of Palau's President Kuniwo Nakamura authorising the lottery, and of presidential adviser Johnson Toriboing, who also happens to be Paragon's vice-chairman.
So does Paragon sell its lottery tickets in Palau? Definitely not. You enter the lottery over the internet, paying by credit card, and Paragon warns: 'This site cannot accept wagers or bets from within the Republic of Palau.'
Paragon is advertising for people to pay to become its agents. It doesn't reveal how much you would pay, or how much you could earn, but it expects agents to bring in entries worth more than $10,000 (£7,000) for draws held twice weekly, ultimately increasing to five times a week.
Paragon's shares are on offer at $7 (£5) each. According to Paragon, 'a conservative estimate of the share value after year one' is a remarkably precise $9.70 (about £7).
Now for the questions: If Paragon is offering shares to British investors, has it issued a proper prospectus, giving full details of its finances, directors, contracts and so on? If it is seeking agents here to market its lottery, is it licensed to compete with our National Lottery?

In search of answers, I contacted Paragon's solicitors, a firm called Bucklands. It's not in Palau or the British Virgin Islands in the Caribbean. It's at 121 Yorktown Road, Sandhurst, Berkshire. In fact, John Buckland turns out to be the chairman of Paragon.

Sadly, repeated requests for a share prospectus drew a blank. And when I spoke to him, Buckland was vague on the subject. 'Is there a prospectus?' I asked. 'As far as I know,' he replied.

But shouldn't he know? After all, he's the man who is asking people to put up a fiver apiece for shares in an offshore company. How was the future share price of $9.70 calculated? 'I've no idea,' Buckland told me. 'I'm afraid I don't know about that.' What about Richard Branson? Has he been involved in Paragon? 'No,' replied Buckland.

Don't British laws make it illegal to act as an agent to promote an overseas lottery? 'Yes, you're probably right there,' Buckland admitted.

These answers are hardly satisfactory. But the question of the legality of Paragon's Digitsgame in this country may be answered soon. The Department of Culture, which oversees the National Lottery, told me: 'The matter has been referred to the Gaming Board and they will look into it.'
Anyone offered shares in Paragon may get a nasty shock if they invest before the Gaming Board's ruling.
